Win32 DLL to change the sample rate of audio files using two different modes, sources included at least our sources

Description

1 - It can change the sample rate very fast or with high quality

2 - The audio interface code uses sndfile library , then it supports a wide range of audio media types

3 - Future releases will pause, resume and cancel the sample rate conversion

- Extract the files to an empty folder and open the C# project, notice that the C# project is just a driver to the real functions running on the Win32 DLL
